MRI Software’s product, ProLease, has been used by EAM’s Real Estate Services (RES) team since 2016. The contract with MRI expired in 2021. The contract renewal with MRI Software faced challenges due to security language, leading to an agreement to migrate to the TRIRIGA solution by the end of 2025 and restrict the addition of Level 3 information to the ProLease system.
The primary purpose of this project is to migrate lease data from ProLease to TRIRIGA while preserving data integrity and system functionality and to train RES staff to use the new system. This includes transferring 712 active leases, 1,424 amendments, and 383 expired/terminated leases, along with all associated documents and metadata. The timeframe and cost for this effort is undetermined at this time and will be expounded upon through January of 2025.

The scope of this project is to replace the various outdated appraisal systems and associated manual processes used by DOR’s Property Tax Division’s Valuation Section. This solution will replace and consolidate the numerous systems into a smaller handful of systems operating on modern platforms. This solution must provide a means for equitable real market value property valuations and reduce the reliance on manual paper-based business processes. This will result in improved service delivery to counties and taxpayers by moving away from paper and disk-based media to a more efficient web-based access point to submit and retrieve documents and correspond with the Valuation Section. It will serve as a single point to integrate data, supporting documents, and correspondence into a system of record. This piece of legislation,  effective January 1, 2030, changes the plans that PERS administers, adds complexity to the Oregon Retirement Information Online Network (ORION) system. ORION is a system comprised of integrated component systems and diverse applications that support the PERS mission, and the agency’s business users within the PERS enterprise computing and communications network. The addition of a job class to ORION includes all the necessary elements of managing a job class including but not limited to employer reporting, wage and contribution collection and reconciliation, General Ledger tracking, employment and position tracking, account withdrawal availability, cost of living updates, annual earning updates, updates to workflows, retirement options and multipliers, creation of new data marts, forms updates, new forms, entirely new processes, procedures, and training.

The number of changes to ORION necessary for this project will require judicious tracking of the requirements, close monitoring of quality processes, looking for risks and opportunities both internal and external to the project, and maintaining regular communication with our oversight and business partners. This system has an aging platform and lacks the full functionality that the Department needs to efficiently and effectively manage the volume of grants within its portfolio.

The new system must include the needed functionality from the existing EGMS application (integration with appropriate ODE applications), address the transparency and reporting needs required by federal law, and expand functionality to include end-to-end grant management processes. These processes include: RFA development, solicitation, collection of applications, award, execution of legal agreements, tracking and release of funds, and reporting. The CMS approved P/I-APD requests funding for Federal Fiscal Year (FFY) 2021, 2022, 2023, 2024, and 2025 to support Oregon’s Medicaid related efforts to implement a single repository for all CMEs to maintain individual information related to the I/DD program and services, as well as case management oversight and transparency for the Oregon I/DD programs. The Case Management System implementation is an initiative to design and develop a solution to meet this need.

Project planning through FFY21 was to hire and onboard the project team, but with COVID this proved to be difficult. FFY22 completed the hirings, key stakeholder meetings, and successfully navigated Initiation (Stage Gate 1). FFY23 established a Request for Proposal (RFP) to procure a solution vendor, and the project achieved Resource and Solution Planning (Stage Gate 2). FFY24 continued planning efforts with a successful procurement for a vendor. FFY25 will focus on implementation, with close out currently targeted for Q3 2026.

This new system will include a public portal for submitting a records request, allows for DOC staff to manage a records lifecycle, and track specific program metrics. It will allow the requester to track the progress of their request and to do self-service searching of records published on a forward-facing portal thereby reducing staff time processing requests that otherwise could be easily completed.
ODOC has identified GovQA as the solution that has been successfully used by other governmental agencies. DAS recently finalized a statewide price agreement with SHI that offers GovQA. Business records are maintained on paper “history cards” stored in a Lektriever.  There is a dedicated staff person who updates these records with correction tape and a typewriter.  There is a liquor license master file application that stores simple license information, but does not maintain a robust relational database to replace the paper history card process.  Because these processes are manual, there is no integration or case management workflow available.
