Modernizing Oregon's Voter Registration Database


The Secretary of State’s Office (SOS) and the state’s 36 County Clerks initiated the Oregon Registered Voter Information System (ORVIS) project to implement a modernized elections system for the State of Oregon. ORVIS is a collaboration between the SOS and the counties to replace our aging centralized system for voter registration and elections management, integrated petitions management, candidate management, and user-centered public portal. ORVIS also establishes data standards for elections statistics, participation, results, and reporting across the state. Although stable and secure, Oregon's current system is over fifteen years old and needs to be modernized to meet the challenges of today’s vote-by-mail elections. Development Timeline

In order to promote voter and stakeholder confidence during a potentially highly contested election, and to ensure the 2024 presidential primary is conducted without any technical issues, Secretary Griffin-Valade has decided to continue using the current elections management system, OCVR, for the 2024 election cycle. On September 20, 2023, the project team changed the development schedule to reflect a target go-live date of early 2025. We remain committed to completing implementation of a new elections management system of record beginning in the early part of 2025. Development will continue under the revised schedule.
